Andrew G. Biggs is one of the nation’s leading experts on how our aging population will affect Americans’ relations to the government, to the economy and to each other. Mr. Biggs is a resident scholar at the American Enterprise Institute, one of the nation’s foremost think tanks. His research concentrates on Social Security reform, and he also publishes on tax and budget issues, financial markets, corporate pensions, and health care.
While he writes and presents technical papers for journals and professional conferences, his specialty is making difficult economic concepts understandable and relevant to ordinary Americans. As he says, “You may not care about the economy, but the economy cares about you – and you can only benefit by knowing the challenges and opportunities the economy will present you with.” Mr. Biggs provides insights into how public policy and the political process will address the difficult issues facing the country, suggesting that new thinking is required if we are to adapt to the future that lies ahead.
Prior to joining the American Enterprise Institute, Mr. Biggs was the principal Deputy Commissioner of the Social Security Administration, where he oversaw SSA’s office of policy and led the SSA experts that help prepare the annual Social Security Trustees Report. In 2005 Mr. Biggs worked at the White House National Economic Council on Social Security reform and in 2001 he was on the staff of the President’s Commission to Strengthen Social Security.
Previously he worked on the staff of the House Committee on Banking and Financial Services, which gave him in depth insight into the origins and resolution of the current financial crisis.
In addition to his technical work, Mr. Biggs has been published and quoted in the Wall Street Journal, Washington Post, Forbes, the Christian Science Monitor, Fortune, Money magazine, ABC News 20/20, and other news outlets.
Mr. Biggs holds a bachelor’s degree from the Queen’s University of Belfast, Northern Ireland; masters’ degrees from Cambridge University and the University of London; and a Ph.D. from the London School of Economics.
